A meeting in Istanbul of the foreign ministers of Iraq's neighbours set for November 2 will be "an occasion to discuss all problems in Iraq including our problem with terrorism," Babacan told journalists after meeting Egyptian President Hosni Mubarak.
The Turkish parliament on Wednesday adopted a resolution authorising its military to cross into its neighbour to crack down on rebels from the Kurdistan Workers' Party (PKK).
"I want to reaffirm that the fight against terrorism is carried out in cooperation with the United States and with the Iraqi central government," Babacan said.
The PKK has waged a bloody campaign for Kurdish self-rule in southeast Turkey since 1984 that has claimed more than 37,000 lives.
Turkey says the rebels -- blacklisted as a terror group by both the European Union and the United States -- enjoy freedom of movement in northern Iraq and are tolerated if not supported by the regional government.
"Turkey is determined to continue the fight against terrorism," Babacan said. "There is no hesitation in this matter, and we would not like any party to think Turkey is not determined to fight against terrorism."
