BAGHDAD, Oct 23, 2007 (AFP) — Turkish Foreign Minister Ali Babacan on Tuesday rejected a conditional ceasefire offer from the rebel Kurdistan Workers' Party (PKK), saying Ankara does not deal with a "terror" group.

"The issue of ceasefire is an issue between two countries and two armies and not with a terror organisation. The issue is of terrorism," Babacan told a joint press conference with his Iraqi counterpart Hoshyar Zebari.
