"We have been following with great concern the developments on the Turkish-Iraqi borders. We hope that our brothers in Turkey will observe the maximum degree of self-restraint," Foreign Minister Sheikh Mohammad al-Sabah said.
In remarks quoted by the official KUNA news agency, he called on Iraqi and Turkish leaders to resolve "border violations and terrorist attacks" through dialogue.
The Turkish parliament voted on Wednesday to allow an incursion into northern Iraq to strike at Kurd militants whom Ankara blames for a series of deadly attacks into its territory.
Next week, Kuwait will host the fourth meeting of interior ministers of countries bordering Iraq in addition to Bahrain and Egypt.
Sheikh Mohammad said he hoped Tuesday's meeting will come up with a mechanism to secure Iraq's borders and prevent terrorists from attacking neighbouring countries or crossing into Iraq from other states.
