Bush, under heavy pressure to change his war-fighting approach, spoke to Iraqi President Jalal Talabani and Kurdish regional President Massud Barzani in separate telephone calls, said spokesman Tony Snow.
Bush "discussed his commitment to a democratic and federal Iraq that can secure, sustain, govern itself, remains an ally in the war on terror," Snow told reporters.
"He also spoke of the ongoing Iraq strategic review and sought their views on the way ahead, and assured them that he's seeking the advice of many people before he makes final decisions about the way forward," said the spokesman.
"Both leaders spoke of how they share the president's vision for Iraq and were cooperating to be full partners against terrorism and tyranny, and building the new Iraq," said Snow.
Bush has been reaching out to top Iraqi Shiite and Sunni leaders as part of an effort to cement a "moderate bloc" to back US-led efforts and the fragile government in Baghdad.
"Both men fit into that moderate bloc and pledge their cooperation, not merely in building broader support for the government, but also taking action against those who want to destabilize it through acts of terror," said Snow.
Bush and the Kurdish leaders also discussed efforst to reach an agreement on the sharing of Iraq's oil and natural gas revenues, said Snow.
