The two attackers in Ankara died in the attack on the Turkish Ministry of the Interior and a police building on October 1.
One detonated a bomb vest, while the other was shot dead by police.
"The perpetrators of the attack in Ankara very probably came from Syria with a motorised paraglider," Interior Minister Ali Yerlikaya told journalists in Istanbul.
"We have not yet been able to find the paraglider. We are working to ensure the safety of low-altitude flights," he added, without giving further details.
The attack, for which the Kurdistan Workers' Party (PKK) claimed responsibility, triggered a wave of retaliatory Turkish bombing raids on northern Syria and Iraq, where the PKK has bases.
