Mukaddes Kubilay was elected mayor of the city of Agri after the local elections of March 30, 2014 with a total of 23,460 votes and a score of 51.22%. Kubilay who was arrested in Izmir on December 22, 2016 with the allegation of "belonging to a terrorist organization" and "financing a terrorist organization".

Mukaddes Kubilay is the mother of two children.
